Kerry Quaglia is the founder and CEO of Home HeadQuarters, Inc., an almost 30-year old, nonprofit neighborhood and housing development organization and certified Community Development Financial Institution serving Central, Western and Upstate New York. As Chief Executive Officer, Kerry directs a nearly $40 million program and operating budget to create housing opportunities, revitalize neighborhoods and address gaps in the housing market to underserved individuals and families.
Kerry has more than 37 years of experience in the affordable housing and lending arena. Prior to Home HeadQuarters, Kerry was the Director of Housing for the City of Syracuse and Supervisor of Consumer and Commercial Credit Operations at Sears, Roebuck and Company. Kerry holds a B.A. with honors from Syracuse University, studied within the Masters of City Planning Curriculum at the University of Pennsylvania and received a JD from the College of Law at Syracuse University. Kerry was selected to participate in the inaugural class of Achieving Excellence in Community Development at the John F. Kennedy School of Government at Harvard University. He is a member of the Bar of the Commonwealth of Pennsylvania and is a licensed real estate broker in New York State.

Latoya Allen is the deputy executive director for Home HeadQuarters (HHQ) charged with community, special programs and homeownership outreach. She is a HUD-certified housing counselor and educator for first-time homebuyers helping to guide rental, public housing and other high needs populations through HHQ’s homeownership pipeline. Ms. Allen also helps direct, with an equitable lens, the organization’s property development and programmatic efforts by providing guidance, operational planning and neighborhood convenings for stakeholder feedback.
A proud, lifetime resident of Syracuse, New York, and a product of the City School District, Latoya also serves as the elected 4th District Councilor for Syracuse constituents living on the city’s Southside. When initially elected in 2017, Latoya was the youngest African American woman elected to Syracuse’s Common Council.
Latoya is the founder of Precious Lily, a mentoring program for young girls, and is the founder of Rose2Rose, a support group that encourages, motivates, and supports women in their careers and personal lives. She currently serves as a board member for Blueprint 15, the Syracuse Regional Airport Authority, Syracuse Strong, and the SCSD Educational Foundation. Latoya is mom to two boys and one very large dog and lives on Syracuse’s Southside.
Anna Falicov is a Deputy Executive Director for Home HeadQuarters helping to lead the organization's equitable lending efforts in Buffalo and Erie County while building an accessible presence and network in Western New York. Ms. Falicov, an attorney with a background in labor and municipal law and public health, previously worked for the City of Buffalo and at the New York State Attorney General's Office where she focused primarily on issues revolving around housing quality and home ownership. Ms. Falicov leads Home HeadQuarters new Buffalo office, located in the historic Larkin at Exchange Building, while driving the organization’s lending and property redevelopment efforts throughout Erie County.
City of Buffalo-based Paul Pèrez, is HHQ's new Buffalo Site Director. Paul is an enthusiastic Buffalo supporter, passionate development professional and committed community organizer tasked with delivering Buffalo-focused loan programs to the property owners and neighborhoods where they are needed most.
Mr. Pèrez worked previously for the City of Buffalo in the Division of Citizen Services as the SOS Taskforce Coordinator and helped manage the city's Clean Sweep and Bawdi Houses Programs. He is a HUD-certified housing counselor, licensed mortgage loan servicer and holds a Masters of Public Administration from Buffalo State College. The current city of Buffalo homeowner and landlord believes that generational wealth built through homeownership and real estate development can provide disenfranchised communities with real equity. Mr. Pèrez and his fiancé, children's book author Kara Oliver, plan to wed later this year.
As a 25+ year accounting veteran in the private sector, Tricia Bauer joined HHQ at the height of the pandemic as CFO overseeing all of HHQ's financial strategies, asset management, accounting and accounting staff. She has experience in a variety of industries including manufacturing, distribution, as well as, multi-entity cooperatives and places priorities on team development, process improvement and financial accuracy. Tricia is a licensed Certified Public Accountant and holds dual B.S. degrees from Cornell and SUNY Oswego.
Tricia lives in Cazenovia with her husband and enjoys hiking and working on the family farm.
Ms. McIlroy is the Chief Program & Compliance Officer for Home HeadQuarters, a 27-year-old nonprofit housing and community development organization based in Syracuse, New York, serving the State’s Central, Western and Upstate regions. In this role, she provides oversight and management to more than $50M in awarded grants and contracts, including $7.8M in CDFI funding. Ms. McIlroy is charged with all aspects of the grants and compliance process to support the organization’s affordable housing activities including creating and implementing programming, submitting required reporting, analyzing budgets, and facilitating policies and review measures. She has more than 15 years of experience in non-profit management and program development in the field of community development. She has worked for Home HeadQuarters for 10 years, serving as the organization’s Chief Lending Officer prior to her current position. Ms. McIlroy was an elected school board member in her local district and is a graduate from the Leadership Greater Syracuse Program. She lives in Baldwinsville, New York with her husband and three children.
